<P>PROBLEM TO BE SOLVED: To prepare a non-halogen flame-retardant adhesive admixture used for flat cables, or the like, having high adhesivity to a base film, or the like, and having sufficient flame retardance. <P>SOLUTION: This non-halogen flame-retardant adhesive admixture comprises 100 pts. wt. polyester resin containing at least a polyester resin having -70 to 90°C glass transition temperature and 5,000-50,000 molecular weight, 40-100 pts. wt. magnesium hydroxide having ≤1 μm average particle diameter, 40-120 pts. wt. aluminum hydroxide having ≤1 μm average particle diameter, 5-30 pts. wt. silicone-based flame retardant such as silicone oil, silicone powder or silicone gum and 10-30 pts. wt. zinc hydroxystannate having ≤1 μm average particle diameter.
