<P>PROBLEM TO BE SOLVED: To quickly and easily prepare a work schedule of bus crew. <P>SOLUTION: In an operation chart preparation processing, when information concerning a work table and information necessary for preparing the work schedule is inputted, boarding time data corresponding to the inputted information are extracted from a boarding time data file 172. Then, the extracted boarding time data are assigned to an operation, so that one operation candidate can be calculated based on a work schedule preparation condition stored in a work schedule preparation condition table 151. When a plurality of candidates are calculated for one work, one work is determined from a plurality of candidates based on a candidate priority condition.
