PROBLEM TO BE SOLVED: To provide a refrigerant recovering and regenerating device improving quality of regenerated refrigerant, having high regeneration capability and little electric power consumption, and saving energy by a simple structure eliminating a compressor for suction. SOLUTION: The refrigerant recovery and regeneration device is provided with a hot water tank 39 heating a recovery vessel 38 storing recovered refrigerant, and a hot water heat exchanger 40 raising a water temperature of the hot water tank 39 between a compressor 28 and a condenser 30. Since the refrigerant is moved from the recovery vessel 38 to a regenerated refrigerant vessel 26 through a refrigerant regeneration circuit by a pressure difference due to a temperature difference between the recovery vessel 38 heated by the hot water tank 39 and the cooled regenerated refrigerant vessel 26, regeneration speed becomes fast, the compressor for suction becomes unnecessary, inclusion of refrigerating machine oil is prevented, and the quality of the regenerated refrigerant can be improved by a simple structure. Since cooling and heating capabilities of the hot water tank 39, a cold water tank 35, and a refrigerant cooler 32 are small, one compressor 28 can handle them, electric power consumption becomes small, and energy is saved.
