PROBLEM TO BE SOLVED: To reduce ripples by further improving conversion efficiency as compared with prior art, particularly in a charge-pump type DC-DC converter related to the DC-DC converter, an integrated circuit and a flat display device. SOLUTION: A switch circuit 5 that charges a capacitor 4 and a switch circuit 6 that outputs a terminal voltage of the biased capacitor 4 are on/off-controlled, by shifting the timings of the on/off controls.
