PROBLEM TO BE SOLVED: To prepare a resin plate-like fin tube having high heat exchanging performance by increasing a heat transfer area, to improve the cooling effect of a cooling device using the plate-like fin tube, to miniaturize and lighten the cooling device, and to provide an inexpensive product. SOLUTION: The plate-like fin tube 3 is composed of a resin water tube 1 and a plurality of plate-like fin members 2 made out of a resin material and integrally formed on an outer periphery of the water tube 1 in the shape of a flange, and this cooling device 5 is manufactured by using the plate-like fin tube 3.
