PURPOSE: A pad for controlling noise is provided, wherein recycling materials are used, sound absorption, soundproofing and vibration proofing effects are excellent, and heat insulation effect is also expected. CONSTITUTION: The method for manufacturing the pad comprises steps of mixing chipped independently foaming polyethylene foam with rubber to a volume ratio of 7:3 to 9:1; obtaining a foam of composite constituents by press-molding the heated mixture to a thickness of about 8 to 12 mm after heating the mixture to a temperature of melting point or less; and adhering the foam of composite constituents to an air-permeable polymer mold fabricated to a thickness of 8 to 12 mm using adhesive.
