PURPOSE: An encoder system and method are provided to maintain quality of a single output stream and reduce the quantity of processing for input stream segments. CONSTITUTION: Frame display time is aligned. Starting time and ending time of each frame in a moving picture segment are calculated. If required, time is shifted such that the previous frame is displayed during the entire display time. Display time for still image segments is adjusted such that moving picture stream segments are started at requested time. Frame rate indications signaling that an encoding frame rate of input segment has been changed is transmitted to an encoder. The encoder coordinates a plurality of encoded output frames generated for each input frame to satisfy requirements. A system(150) includes elements(114,116) that transmit multiple frame rate indications related to frames included in the first stream segment, receive the frame rate indications and generate a non-predicted frame related to the frames included in the second stream segment.
