PURPOSE: An apparatus for integratedly adjusting an RNC(Radio Network Controller) and a node B resource managing unit for a high speed downlink packet data service is provided to allow a resource manager to effectively allocate resources by using a scheduler providing information. CONSTITUTION: A new message M4(26a') defined on a new standardized lub interface is fed back so that an RT(Real Time) and an NRT(Non Real Time) resource managers can provide suitable traffic balance and call acceptance control. The new message set M4 can be defined in a manner similar to measurement of a different physical layer in a node B. An RNC(Radio Network Controller) designates resources for an RT and an NRT users and includes a unit for providing physical channel designation to the node B in response to designation of the RT resource and a unit for providing resource designation to the node B for the NRT user. The node B includes a unit for providing a physical channel to a physical layer with respect to the NRT resource in response to the resource allocation for the NRT user provided by the RNC and a unit for providing a report on a current allocation result with respect to each NRT user to the RNC. The RNC also includes a unit for using the report for controlling RT and NRT traffic.
