PROBLEM TO BE SOLVED: To solve problems in which a variation in fundamental frequency in a mora can not accurately be determined when a fundamental frequency pattern is generated and a rhythm typified by an accent becomes unnatural owing to the occurrence of distortion on the real-time base. SOLUTION: There are provided: a phoneme-time-length standardizing frequency database 351 which stores the number of morae of an accent phrase, a rise reference point of an (i)th mora being the peak of a fundamental frequency pattern, etc., as relative positions with respect to the time length of a phoneme of a specified mora; a fundamental frequency pattern deformation database 350 which stores the quantity of the fundamental frequency at the peak and end of the accent phrase for each position in the phrase of the accent phrase; a time length setting portion 40 which sets time lengths of respective rhythms by referring to a phoneme-time-length database 30 on the basis of phoneme information etc., outputted by a character string analysis portion 20; and a generation portion 60 which generates the fundamental frequency pattern by referring to the database 351 etc. on the basis of the outputted rhythm information and the time length of a phoneme set by the time length setting portion 40.
