PROBLEM TO BE SOLVED: To provide a rotation transmitting device to improve turning characteristics at the time of low speed traveling, reduce dragging torque of a drive system part, and improve fuel consumption. SOLUTION: The rotation transmitting device 9 for a vehicle is mounted between a hub wheel 12 of a front wheel or a rear wheel and an outside joint member 15 of a constant velocity universal joint 11, and performs changeover of the transmission or the shut-off of the driving force. In the rotation transmitting device, an outer member 20 of driven member is relatively rotatably fitted to the outer in the radial direction of the outside joint member 15 of a drive member, and a two-way clutch 13 is formed by storing a cage 32 and bidirectionally engageable rollers 34 between the outside joint member 15 and the outer member 20. An electromagnetic clutch 14 connecting the rotor 44 to the outer member 20 is provided in parallel, and the cage 32 can be attached and detached to the rotor 44 by the signal from the external part relative to the electromagnetic clutch 14.
