<p><P>PROBLEM TO BE SOLVED: To establish production plan generation processing and a production management method which realize the promotion of self management in a cell production system. <P>SOLUTION: A production management section does not generate a production plan collectively, but a production section tenders for a production order subjected by the production management section and generates the production plan by evaluating the state of the tender from various viewpoints.
