PROBLEM TO BE SOLVED: To provide a liquid filling apparatus and a liquid filling method, which improves production efficiency and reduces costs. SOLUTION: The filling apparatus 30A fills a container 1 with a liquid without using a spreader by changing the flow rate of the liquid at a plurality of stages upon filling the container 1, that is, suppressing the flow rate at an early stage of filling and increasing it at a later stage. Besides, the opening area of a guide channel 74 of a filling nozzle 40 is made smaller than that of a discharge channel 75, which makes the flow velocity of a gas flowing through the guide channel 74 higher than that of a gas discharged from the discharge channel 75, thereby prevents the gas flowing out of the guide channel 74 from being sucked directly into the discharge channel 75 and discharged without flowing into the container 1.
