SOLUTION: This information recommendation device is provided with a storage device for storing purchase history information 5 and purchase cycle information 6 of merchandise of a plurality of users, a function for extracting purchased merchandise change history 6 of the users, a function for deciding whether or not a period when a certain user should change the purchased merchandise arrives from the purchase history information 5 and the purchase cycle information 6, a function for deciding merchandise 8 to be recommended to the certain user based on the purchase change history of the other users when it is decided that the period when the user should change the purchased merchandise arrives and functions 9 and 10 for providing information associated with the decided merchandise to the certain user.
