PROBLEM TO BE SOLVED: To establish a connection to the Internet from a remote terminal without being restrained by service contents provided from an ISP neither requiring special contracts or charge. SOLUTION: An ADSL router 10 in a user's home has an analog modem 17 for PPP communication to a remote terminal 51 and a remote access server part 16, and the remote access server part 16 relays IP communication between the remote terminal 51 and an IP router part 12 after authenticating a connection of the remote terminal 51, and the IP router part 12 establishes a connection between the remote terminal 51 and the Internet 40 or between the remote terminal 51 and a LAN 20 in the user's home in accordance with the IP address of an IP packet to be communicated.
