摘要 <P>PROBLEM TO BE SOLVED: To accurately capture unknown radio waves to be monitored and efficiently measure their arrival direction. <P>SOLUTION: By detecting, for example, the frequency of a signal received by a reception antenna 1 and comparing it with a preset frequency, it is determined by a determining part 3 whether it is a reception signal of an object to be monitored. When the determining part 3 determines that it is of the object to be monitored, a command 3b to measure their arrival bearing in addition to radio wave (frequency) data 3a on the reception signal is supplied for an arbitration part 4. Since the arbitration part 4 appropriately selects bearing measuring parts 5 (51-5N) for measuring the arrival bearing from among the plurality of bering measuring parts 5 (51-5N), and supplies the radio wave (frequency) data 3a and the bearing measurement command 3b, the arbitrary part 4 supplies a monitoring table 6 with the result (5a) of bearing measurement measured by the bering measuring parts 5 (51-5N).
