PROBLEM TO BE SOLVED: To provide a proton conductor hardly causing hydrolysis; and to provide its manufacturing method. SOLUTION: For instance, an alcohol solution of metal alcoxide, and a water and alcohol mixture solution of H<SB>3</SB>PO<SB>4</SB>are mixed with one another so that the metal alcoxide is hydrolyzed and cross-linked with H<SB>3</SB>PO<SB>4</SB>. Therefore, a solid material formed of composite oxide glass (proton conductor) containing P and a metal element originated from the metal alkoxide as constituent elements, and having a hydroxide group at its end is produced. Metal alkoxide containing, as a constituent element, a metal element wherein a chemical shift of a difference between an appearance value of a peak of an orthophosphoric acid obtained in analyzing silicon oxide-phosphoric acid glass of a composite oxide of phosphor oxide and silicon oxide by P<SP>31</SP>-MASNMR and an appearance value of the maximum peak obtained in analyzing the composite oxide glass by P<SP>31</SP>-MASNMR is below -25 ppm is selected for the metal alkoxide.
