PROBLEM TO BE SOLVED: To provide an accounting calculation processing device calculating an air-conditioning charge based not on operated time of an air conditioner but on the time determined to in a comfortable ambience. SOLUTION: An accounting processing device 1 is constituted of a comfortable ambience determination means 11, a comfortable time integration means 12, an accounting calculation means 13, and an air conditioner optimal control means 14. The comfortable ambience determination means 11 determines whether the temperature and humidity inside a building are within a prescribed range and determines that the building is in the comfortable ambience inside when they are within the prescribed range. The comfortable time integration means 12 integrates the time that the inside of the building is determined to be in the comfortable ambience, and the accounting calculation means 13 calculates a charging amount for the usage of the air conditioner based on an integrated value. The air conditioner optimal control means 14 calculates target values of the temperature and humidity inside the building so as to minimize energy consumed by the air conditioner 4, and output calculated values as the set values of temperature and humidity control.
