PROBLEM TO BE SOLVED: To provide an earth retaining wall and an earth retaining construction method for easily and efficiently constructing an underground building frame. SOLUTION: In this earth retaining wall 1, master piles 7 buried at a proper interval in an earth retaining wall body 3 are connected by a waling material 8 arranged between these piles, and a tension member 9 of an earth anchor 4 driven in outside bedrock 15 of the earth retaining wall body 3 is tensioned and fixed to the waling material 8.
