PROBLEM TO BE SOLVED: To provide an optical apparatus with which a reversible refractive index change can be obtained over the entire part of material by using a low voltage. SOLUTION: The apparatus includes an ion conductor consisting of a light transmission material including movable ions and at least one set of electrodes which can absorb the ions, can desorb the ions, and come into ion contact with the ion conductor. The refractive index of at least one area of the ion conductor is changeable by the effect of the voltage to be applied between the electrodes. The electrodes include the electrochemically active material selected from active carbon, conductive polymers, and insertion materials capable of inserting the ions into their structure.
