PURPOSE: A polyphenylene vinylene polymer substituted with a germyl group, its preparation method, and an electroluminescent device using the polymer are provided, to improve the luminescence efficiency, the brightness and the processability. CONSTITUTION: The polyphenylene vinylene polymer is such that the benzene ring of the polyphenylene vinylene group contains at least one germyl group. The polyphenylene vinylene group contains the repeating unit represented by the formula 1 or 2, wherein R1, R2 and R3 a linear or branched alkyl group of C1-C20. The method comprises the steps of substituting dihaloxylene with a trialkylgermyl group by the Grignard reaction; reacting the obtained product with N-bromosuccinimide or N-chlorosuccinimide to prepare bis(trialkylgermyl)bis(haloalkyl)benzene; reacting the obtained product with tetrahydrothiophene to prepare a sulfonium salt monomer; and adding a base to the aqueous solution containing the monomer to obtain a linear polymer and heating the obtained polymer under vacuum.
