PROBLEM TO BE SOLVED: To prevent wrong operation at an operation part by detecting that a user has left the operation part for automatically setting an operation level. SOLUTION: The fact that a person is present near the operation part is detected based on the signal from a sensor that detects presence of a person near the operation part which can be operated by a user. If an authentication is given, the operation level is changed to the one of wider operation range (steps S102, S103 and S105). If the fact that no person is present near the operation part is recognized under the condition, the operable range at the operation part is restored to the lowest level (steps S106 and S101).
