PROBLEM TO BE SOLVED: To provide a method with which thermoplastic resin powder can efficiently be produced from a thermoplastic resin having good elongation at a low cost. SOLUTION: A thermoplastic resin foam having 100-600μm average cell diameter is converted into powder having 100-150μm average particle diameter by freezing pulverization. Thereby, the yield of the powder by the freezing pulverization at a time can be raised. The thermoplastic resin foam is preferably prepared by foaming an unfoamed thermoplastic resin having 500-800% elongation at 20°C. The produced thermoplastic resin powder is a material suitable for powder slush molding. Since a plastic film having excellent elongation and a good appearance can be obtained by the powder slush molding, the resin powder is suitable as a raw material for a skin material, etc., of an instrument panel for housing an air bag.
