PROBLEM TO BE SOLVED: To provide a fixing roller which can maintain a usable state over a long term without causing a cracking at its end even in a state where it is actually rotationally driven, and a fixing device equipped with the fixing roller. SOLUTION: The fixing roller is equipped with a core bar 16, a sponge layer 22 disposed on the outer periphery of the core bar 16 so as to surround it, and a metallic thin sleeve 26 with which the outer periphery of the sponge layer 22 is coated, and it is characterized in that the end of the sleeve 26 is positioned in a state where it does not project to the outside in an axial direction from the end of the sponge layer 22.
