PROBLEM TO BE SOLVED: To provide a navigation device and a navigation system capable of showing the best guide route in consideration for properties of traffic congestions. SOLUTION: In the navigation device, a CPU 163 executes a control program stored in a ROM 162, thereby correcting the original interval distance of a guide route based on temporal changes in moving velocities of other vehicles and selecting the guide route. For more details, as shown in Fig.6, correction coefficients, i.e., "1", "(V1/V0)×T", where T is a coefficient used for evaluating periodic changes and T < 1, and "(V1/V0)", are previously determined for respective patterns of the temporal changes in the moving velocities of other vehicles shown in Fig.5, and the guide route is selected so that the necessary time value or the total length value gets as small as possible after multiplying the original interval distance by the correction coefficient for each guide route.
