PROBLEM TO BE SOLVED: To provide a vane operating system used for air conditioning of a vehicle, especially small, having a simple structure. SOLUTION: The vane operating system comprises a first vane 12 held in a frame 10 turnably about a first axial line A, and a second vane 16 held in the frame turnably about a second axial line B, and is used for air output flow, especially for the air conditioning of the vehicle.
