PROBLEM TO BE SOLVED: To provide a remote monitoring system capable of flexibly corresponding to a change in the contents of access control without requiring enormous labor.

SOLUTION: The remote monitoring server 2 is provided with an agent operation environment part 9 for operating software agent 24 uploaded from a remote monitoring device through the Internet and an access provision part 10 for reading monitoring data 8a-8d from a monitoring database 8 and transferring the read data to the software agent 24 upon receiving an access request from the software agent 24. The software agent 24 has an access request part for generating the access request based on the description contents of an access object description file in which the access object of monitoring data is described to the access provision part 10.
