PROBLEM TO BE SOLVED: To provide a navigation device capable of guiding a safe running route on roads in the whole country. SOLUTION: This device has a constitution equipped with a map data storage means 103 for storing map data including a road state rank wherein the link of a road map and the road state of the road where a moving body is running are ranked relative to each rank corresponding to a risk set beforehand, a running information receiving means 104 for receiving running information on running of the moving body, a route search means 106 for searching for the route from a starting spot to the destination, and a display means 108 for displaying the route.
