<P>PROBLEM TO BE SOLVED: To provide a technique for managing circulation in response to the kind of a document, a technique for preventing stagnation of the circulation, and a technique for assisting circulation work to finish the circulation within a prescribed time. <P>SOLUTION: A provision part 400 provides a document file to circulation objective persons, based on information held in a circulation condition storage part 108. A deadline control part 700 has the first timer for measuring a time up to browsing of the document file by the circulation objective person, the second timer up to finish of prescribed work in response to attribute of the document file by the person, and a control part for controlling start-up timing for the second timer in response to the attribute of the document file.
