<p><P>PROBLEM TO BE SOLVED: To provide a system and a method that can deal with a case where the format of a manufacture process and an instruction item a made variable and tools are correspondingly diversified and that automatically create tool creation specification(s) by using information of a manufacture specification(s). <P>SOLUTION: A tool managing part 4 sets use tools when the item for instructing work in the manufacture process is set, and judges whether the use tools are to be newly created or not by a use tool table. When they are to be newly created, a tool specification setting part 8 sets specification on the tools.
