In Multimedia Broadcast/Multicast Service, in order to control percentage of mobile stations capable of receiving information with a high quality to the mobile stations existing in a cell, a modulation part modulates first and second hierarchy code sequences having different error ratios in hierarchy into symbols including both of them; a target value storing part stores a target value for the percentage of high-quality mobile stations capable of receiving both of the first and second hierarchy code sequences without errors; a transmission power deciding part decides an increase of transmission power when the percentage of the high-quality mobile stations calculated by a percentage calculating part is less than the target value stored in the target value storing part; and a transmission power control part increases, in accordance with that decision, the transmission power of the symbols as modulated.
