PROBLEM TO BE SOLVED: To utilize a steel pipe column earth retaining wall as a permanent cutoff wall. SOLUTION: In the cutoff joint device, male type joint members 2a are installed on one sides of steel pipe piles A, female type joint members 3a are mounted on the other sides and the steel pipe piles (A-1 and A-2) are constituted so as to be mutually connected continuously by fitting the joint members 2a and 3a respectively in the steel pipe column strip earth retaining wall in which the steel pipe piles A in which the joint members are secured while being opposed to the outside are mutually connected continuously through the joint members. Water-expansive tabular cutoff materials 6 are annexed to the female type joint members 3a, brought into contact with moisture in soil cement, underwater percolating water or the like and expanded and press-contacted with both joint members 2a and 3b, and a cutoff seal is formed.
