PROBLEM TO BE SOLVED: To provide a winding or rewinding machine capable of easily and safely winding each roll around a winding spindle at first by bonding the initial free end of a web material to the winding spindle or a winding core using an electrostatic system. SOLUTION: The winding or rewinding device for winding web material N to form the roll R around the winding spindle 13 is provided with at least one roller 5 coming in contact with the winding spindle in the first stage of winding the web material around the spindle, and a cutting element 19 for cutting the web material at the end of winding the roll to form the initial free end to wind the following roll around a new winding spindle. At least an electrostatic bar 21 is provided for electrostatically charging the web material. The roller 5 coming in contact with the spindle is formed at least partially of a nonconductive material.
