PROBLEM TO BE SOLVED: To obtain an oily composition that is resistant to change into bad smell and discoloration with temperature or with the passage of time, particularly prepare cleansing cosmetics. SOLUTION: This oily composition comprises 40-95 mass% of safflower oil that has an oleic glyceride content of≥70 mass% and an iodine value of 80-100, 1-20 mass% of a fatty acid polyoxyethylene glyceryl, for example, tri(fatty acid polyoxyethyleneglyceryl) and 0.1-5 mass% of water.
