PROBLEM TO BE SOLVED: To provide an illuminating device in which a dielectric barrier discharge type low-pressure discharge lamp filled with mercury (EEFL) is lighted and driven in the optimum condition. SOLUTION: When a high frequency voltage is applied by high frequency power sources 81, 82 between electrodes of both ends of the dielectric barrier discharge type low-pressure discharge lamp 1 composed of a tube like glass lamp container 10 in which a current conductor layer is arranged as electrodes 21, 26 on both ends outer peripheries and mercury and a rare gas are filled as a filler, and the lamp is discharged and lighted, a high frequency and sinusoidal voltage is applied by a floating method (both high voltage method), thereby, the discharge lamp is lighted efficiently by the sinusoidal voltage of a frequency lower than the case when a rectangular wave voltage is applied.
