PROBLEM TO BE SOLVED: To increase contact points between a transfer member and a transfer roller with an elastic layer in a surface by applying sufficient pressure between a photoreceptor and the transfer roller, and to suppress scattered transfer, even when a pulverized toner or a polymerized toner is used. SOLUTION: In a transfer method (device) for electrostatically transferring a toner image on a photoreceptor 1 onto a transfer member using a transfer roller 52, two elastic layers different from each other in hardness are disposed between the photoreceptor 1 and the transfer roller 52, the elastic layers are a soft elastic surface layer 52a and a hard elastic inner layer 52b, and a transfer current which flows between the photoreceptor and the transfer roller is regulated to 0.05-0.2μA/cm. In concrete form, an elastic layer having a hardness of 15-40°and a thickness of 0.05-0.2 mm is disposed as a surface layer of a transfer roller, and an elastic layer having a hardness of 60-80°and a thickness of 0.5-5.0 mm is disposed as an inner layer.
