PROBLEM TO BE SOLVED: To highly accurately extract image deterioration in an image subjected to decoding processing after compression encoding processing.

SOLUTION: An image adjustment processing section 704 converts an image signal subjected to the decoding processing after the compression encoding processing into a luminance signal and color difference signals, and applies multiplex resolution conversion (e.g., binomial wavelet transform) to either or both of the luminance signal and the color difference signals. Thus, part of the image deterioration caused by the compression encoding is extracted.
