PROBLEM TO BE SOLVED: To provide a powder coating composition having excellent curability at low temperature whenβ-hydroxyalkylamide is used as a curing agent, and providing a coating film having excellent properties, especially water resistance. SOLUTION: The powder coating composition contains (A) a carboxy group-containing resin modified with a methylolated and/or etherified melamine resin and/or benzoguanamine resin, (B) theβ-hydroxyalkylamide curing agent represented by formula (1) [wherein, R<SP>1</SP>is the same or different and each a hydrogen atom, a methyl group or an ethyl group; R<SP>2</SP>is the same or different and each a hydrogen atom, a 1-5C alkyl group or HOCH(R<SP>1</SP>)CH<SB>2</SB>-; and A is a divalent hydrocarbon group], and (C) a carbodiimide group-containing compound and/or an oxazoline group-containing compound.
