PROBLEM TO BE SOLVED: To provide a method for manufacturing an image display panel which can have powder and granular materials uniformly and equally charged in a plurality of cells even when two or more kinds of powder and granular materials are charged in a plurality of cells formed by a partition wall between the opposite substrates. SOLUTION: The image display panel has a carrier 12 which carries powder and granular materials 3-1 and 3-2, a counter electrode 11 arranged opposite to the carrier 12, a plurality of opening parts 14 which are arranged between the carrier 12 and counter electrode 11 and allow particles 3 to pass, and a ring-shaped electrode 13 which is arranged around the opening parts 14. Then the image display panel is manufactured by the method of moving the powder and granular materials 3 from the carrier 12 to cells 5 of substrates 1 and 2 arranged before the counter electrode 11 and charging them in the cells 5 by using an electric field applying means of applying an electric field between the carrier 12 and ring-shaped electrode 13, and then sticking the substrate 1 charged with the powder and granular materials 3-1 and the substrate 2 charged with the powder and granular materials 3-2 together across the partition wall 4.
