PROBLEM TO BE SOLVED: To prepare an oil-in-water type makeup cosmetic having excellent dispersibility and stability of a powder and an oil component, providing good sense of use, and having ultraviolet-protecting effects and excellent waterproof properties. SOLUTION: This oil-in-water type makeup cosmetic contains (A) a coloring pigment, (B) a silicone oil, (C) an organic ultraviolet absorber and (D) a water-soluble polymer, regulated so that≥70 wt.% of the component (A) is an alkylsilane-treated pigment, and≥70 wt.% of the whole powder components is an alkylsilane-treated powder.
