PROBLEM TO BE SOLVED: To provide a rotary damper requiring no operating oil in particular and requiring no current supply or saving energy. SOLUTION: The rotary damper comprises a shaft 1 turnably inserted through a hollow pipe 2 joined to a first member S and joined to a second member F, a coil 3 fixed to the shaft 1, and permanent magnets 5a, 5b fixed to the inner periphery of the hollow pipe 2 in opposition to the coil 3 for generating a magnetic field in the hollow pipe 2. The coil has both ends short-circuited or connected to a control device for damping the rotating motion of the hollow pipe 2 utilizing electromagnetic force resulting from induced electromotive force generated in the coil 3.
