PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material having high density, and excellent silver tone and preservability against light irradiation, and to provide an image forming method. SOLUTION: In the heat developable photosensitive material having an image forming layer comprising an organic silver salt, a silver halide, a binder, and a reducing agent on a support, the silver halide comprises silver halide grains having an average grain size of 10-40 nm, at least one silver saving agent selected from a vinyl compound, a silane compound, and a quaternary onium salt is contained on a surface side with the image forming layer, and a compound represented by formula (A-6) is further contained by 0.0001-0.01 mol per mol of silver.
