PROBLEM TO BE SOLVED: To provide a powder coating composition containing a curing agent capable of being provided by a simple method, hardly causing heating loss when formulated in the powder coating, and having a uretonimine bond providing excellent curability at low temperature in the molecule. SOLUTION: The powder coating composition contains a curing agent and a binder resin having a hydroxy group and a carboxy group. The curing agent is obtained by subjecting an isocyanate compound to carbodiimidation, converting the product to the uretonimine to produce the polyisocyanate, and blocking the polyisocyanate with an active hydrogen compound. The carbodiimidation is carried out until the amount of the isocyanate group becomes 2/3 of the initial amount, and the amount of the isocyanate group in the polyisocyanate is 3.2-4.2 mmol/g.
