<p><P>PROBLEM TO BE SOLVED: To provide a PNNI minimum Cost route selection method based on an addition result obtained by adding a cost total for links between logical nodes to costs for the logical nodes; and to provide a maximum band route selection method formed by applying the Cost calculation method to a remaining band calculation method for a route. <P>SOLUTION: In a PNNI network, the minimum Cost calculation for each logical node 2 is executed by a leader node 3 in each pier 1. In selecting the route of Soft-PVC, the calculated minimum Cost for each logical node is added to the cost total for each logical node to select the route having the minimum Cost total obtained from the addition result.
