PROBLEM TO BE SOLVED: To reduce a harmful substance such as water vapor or the like which becomes the cause of deterioration of an electrostatic capacity, and to elongate a life. SOLUTION: A positive polarizable electrode 22 and a negative polarizable electrode 23 are received in a case 26 under a state that they are laminated while interposing paper separators 24 folded alternately and are dipped into electrolyte 25. Respective polarizable electrodes 22, 23 are connected to the terminals 30, 31 of a terminal board 29 through lead units 27, 28. The separator 24 is employed as an adsorption unit by a method wherein fine particles of adsorbing agent (molecular sheave 4A) which adsorbs the harmful substances such as water, water vapor, hydrogen ion or the like selectively are retained by the separator 24. An adsorption unit 36 is provided on the inner surface of the case 26 by arranging a glass fiber sheet which retains the same adsorbing agent. The adsorption unit is provided by kneading the same adsorbing agent into a synthetic resin material constituting the inner layer of the terminal board 29. Further, another adsorbing unit is provided by kneading the same adsorbing agent into a rubber material constituting the inner layer of a pressure releasing valve 33 provided on the terminal board 29.
