PROBLEM TO BE SOLVED: To carry out work efficiently and shorten the construction period by dissolving the congestion of the work on a framework of a central control room and mechanical and electrical work such as that for installing various kinds of supports, ducts and others. SOLUTION: A unit 70 made beforehand is installed in a position of a ceiling part of the central control room 64. The unit 70 is equipped with various kinds of supports 82, ducts 84 and deck plates 86 as well as a steel skeleton housing 80 consisting of major structures 72 of steel skeletons, beam members 74 placed between the major structures 72, braces 76 and foundation members 78 of steel skeletons. The work is carried out efficiently to shorten the construction period by installing this unit 70 to construct the central control room 64 dissolving the congestion of the work on the framework of the central control room 64 and the mechanical and electrical work on various kinds of supports, ducts and others.
