PROBLEM TO BE SOLVED: To provide an image forming apparatus and method for activating programs reducing overlapped portions of respective programs and efficiently activating programs relating to a hardware resource. SOLUTION: This image forming apparatus has the hardware resource used for image forming process and the program executing processes relating to image formation. This image forming apparatus has an examining unit for checking the hardware resource, a configuration means for configuring relation between the examining unit and the programs, and activating unit 52 activating the programs related to the examining unit according to check result by the examining unit.
