DEVICE AND METHOD FOR PROCESSING IMAGE, PROGRAM, AND RECORDING MEDIUM

PROBLEM TO BE SOLVED: To decrease a code quantity of video by abbreviating a code in a zone having a small variation in the video of a Motion-JPEG2000 in subband units.

SOLUTION: Coded data in each frame of the video in a MJ2 file 101 are sent to a decoding part 112, and each subband coefficient of each tile is restored. A difference in each subband coefficient of the current frame and the immediately previous frame is detected by a difference detecting part 116, and the size of the difference and the threshold are compared by a comparison judging part 118. A conversion controlling part 110 judges if the subband code should be abbreviated on the basis of the judged result by the part 118 or the like. A coded data converting part 120 converts the coded data for abbreviating the code of the subband judged to be abbreviated. The content of the MJ2 file 103 converted in this way is transmitted to an external device by a communicating part 104.
