PROBLEM TO BE SOLVED: To reduce the amount of signals between C-U to a minimum in paging process without influencing a conventional interface when C-U separation is carried out in RNC of a W-CDMA mobile communication system. SOLUTION: CPS responds to an outer trigger for starting a paging process and determines paging group information based on terminal discriminating information included in the outer trigger (S3), and the paging group information is passed to UPS taking in charge of user plane (S6). In the UPS, paging radio channel setting information is generated based on the paging group information (S8). The paging information passed between CPS and UPS is information of paging group independent to radio, and in the UPS, this information is converted to information dependent on radio when the paging is carried out, so C-U separation of RNC is made enable and CPS and UPS develop without mutual dependency.
