PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material having high sensitivity and excellent in image preservability and an image forming method. SOLUTION: The heat developable photosensitive material has a photosensitive silver halide, a non-photosensitive organic silver salt, a reducing agent and a binder on one surface of a support, wherein≥40 mol% of the photosensitive silver halide is silver iodide and a silver behenate content of the non-photosensitive organic silver salt is 83-98 mol%.
