PROBLEM TO BE SOLVED: To efficiently deliver an RFN (RNC (radio network controller) frame number) timing between a UPS (user plane server) and an RCS (radio control server). SOLUTION: A radio base station control system is provided with a UPS and an RCS, physically separated each other. The RCS controls radio base station equipment for communicating with a mobile terminal via a wireless line and conducts transfer control for signaling. The UPS conducts transfer control of user data for the terminal. The RCS comprises an inquiry means for sending an inquiry signal to the UPS, to inquire an RFN required for transfer control of signaling and managed by the UPS.
